Carol Burnett.
Burnett was cast in a minor role on The Paul Winchell and Jerry Mahoney Show in 1955. She played the girlfriend of a ventriloquist's dummy on the popular children's program. This role led to her starring role opposite Buddy Hackett in the short-lived sitcom Stanley from 1956 to 1957. She also worked as a regular on one of television's earliest game shows, Pantomime Quiz. On January 10, 1958, just as she was achieving her first small successes, her mother died. In October 1960, Burnett debuted at New York City's Blue Angel Supper Club, where she was discovered by scouts for The Jack Paar Show and The Ed Sullivan Show.

It seems there is no one, no TV regular, earlier than 1954.
Leslie Uggams appeared on Beulah in 1951 as Beulah's niece but for only one episode. Uggams might be the only actor still alive who appeared on national TV earlier than '54.

R61 in January 1953 in the I Love Lucy Episode “Lucy Goes to the Hospital” newborn Little Ricky was played by 15 month old twins Joe and Mike Mayer. They played the role until Keith Thibodeaux (Richard Keith) took over in 1955.
As far as I can find the Mayer brothers are still alive. As is as another poster already pointed out, Keith Thibodeaux.

Keith Thibodeaux. didn't turn up on the show until 1955.
The 15 month old twins were not actors.

Yes, R65. I stated Thibodeaux took over the role in 1955.
And those twins may not have been “actors”, but they appeared on that show sporadically for 2 years so that must count for something.

Joanne Woodward may have never been a regular on a TV series but her IMDb credits list 39 guest starring episodes on various TV series from 1954 to 1958. That's a lot of TV.
